Dr. Carolyn Castillo is a visionary educator, leader and mentor who has served at the Education Service Center, Region 20, for 24 years, where she now serves as Deputy Director for Teaching and Learning Services. Overseeing more than 250 employees and $60 million in programs that serve over 500,000 students across 18 counties, she has built partnerships that strengthen schools and empower educators throughout our region.
A proud San Antonio native and first-generation college graduate, Dr. Castillo holds three degrees from Our Lady of the Lake University- a Bachelor’s in Education, a Master’s in Educational Administration, and a Ph.D. in Leadership Studies. She has devoted her career to advancing bilingual education, early childhood learning, and leadership development.
Her influence extends deep into the community as the Chair of the San Antonio Women’s Chamber of Commerce. Having mentored over 240 women through the Transformational Leadership Development Program, she was recently honored with the 2025 AESA Women of Inspiration in Leadership National Award. Dr. Carolyn Castillo is the embodiment of servant leadership – inspiring excellence, equity, and empowerment in every life she touches.
